All the replies here are from westerners and they’ve probably not been to Africa
Well the resource for infrastructure is what Africa has been looking for since independence , so what China is doing can’t even be measured on the same scale as what westerners are doing

For example : Angolans are known to be very xenophobic, they don’t even like Europeans visiting their countries that much, but they have realldily accepted 500 thousand Chinese popem to live and work with them, that’s a sign that whatever the Chinese are doing , they are very good at it
Unlike the west which everyone and their grandma says the westerners / White People should get out of the continent , if anything that’s a perfect yardstick to measure who is welcomed and who isn’t

China is investing in Africa far more heavily than Western countries are, so if that’s your criteria than the answer is yes.
But China’s investments in Africa are somewhat controversial -cases of building “ghost cities,” indebting certain African countries, empowering bad regimes, etc. But excepting ghost cities, the West does the same thing.
Personally I think China’s investments in Africa don’t differ very heavily from Western investments in Africa -they’re all trying to get access to resources. The difference is a matter of scale.
中国在非洲的投资远超过西方国家，如果这是你的标准，那答案是肯定的。
但中国在西方的投资某种程度上是有争议的，比如建设“鬼城”，欠某些非洲国家的钱，授予坏的制度，等。但除了鬼城，西方也这么做。

In terms of help I’m not sure as some call certain things help whereas others considers them devil in disguise. One thing is certain that China is investing in Africa more than other countries and that influence will help them towards becoming the dominant global power.
