I’ve lived in Bangalore for a good portion of my life.

And, honestly, as an Indian American, it’s not that bad.There are many reasons to like this country and to like living here.I’ll tell you about my experience.

Things I like:
- Low living costs.
- Having most relatives close to you.
- The climate – it rarely exceeds 90F even in the summer and hovers around 65–75 in the winter.
- The ethnic diversity.
- The size (there’s a lot to do in the city).
- The people (some of them at least).
- Indian food:

To be fair, not all of this applies to the entire city. If you come from a reasonably well off background and live in a nice community, you can basically turn your world into a mini-America.
In my locale we had, for instance:
- About 5 malls within a 5 mile radius of my house.
- Mid and high end restaurants.
- Movie theaters everywhere.
- Low crime rates.
- An abundance of multinational corporate offices.
- Good, private international schools, offering the IB and GCE A level curriculums.
- A polite community. (Indians occasionally complain that other Indians stare at white people and women, I’ve never seen that happen anywhere except at the airport).
- A mostly English speaking populace.

The biggest advantage BY FAR has to be the living costs:
$4000 a month will go a long way here.
In the US, it’ll place you in the middle of the middle class.
Here, it’ll place you comfortably in the upper middle class.
You can, for instance, rent a 3 bedroom 2000 sqft apartment for about $450 a month.

The question was originally posed as: Why do some people still want to live in filthy countries like India?
I am a PIO who does not live in India, but in London, a city which has featured in several Bollywood blockbusters as a city of large public squares where you can feed pigeons, full of romantic cobbled streets and back alleys, offering opportunities of illegal and legal raves where you could muster large dance troops like Katrina did.
My paeans to London are scattered all over Quora. I love living here and I love everything life has offered me in London after I had lived in several cities on three continents. I like the anonymity among people and the familiarity with streets and buildings and art collections. I have friends here but my best friends do not live in London or even in the UK. I love the ability to eat Indian food here but I miss not being able to find jackfruit or faalse or jaamun in season.
Wait, isn’t a question about living in India?
Yes it is. I am not finished yet.
London has all this and then there is the air pollution! Excerpts from this FT article (I have made some words bold):
Although London’s air often appears clear to the naked eye, the city has suffered from illegal levels of air pollution since 2010, with particularly dangerous levels of nitrogen dioxide..
While cities such as Beijing or New Delhi usually attract more headlines, the stubborn air pollution in London shows just how intractable the problem can be. Under some measures, such as extremely small air particles, the smog in New Delhi and Beijing is much worse than London. But in terms of nitrogen dioxide, which inflames lungs and is linked to shorter life expectancy, London is nearly as bad as the Chinese and Indian capitals — and much worse than other developed cities such as New York or Madrid.
… the city has reached a “tipping point” in terms of taking action. “It’s not only [because of] the thousands of deaths brought on early, but also the pernicious, chronic illnesses that are costing the health service a lot of money,” she says. “It is affecting quality of life.”
In London air pollution contributes to more than 9,000 premature deathseach year, according to a study by King’s College.
And the kicker:
City officials blame the Square Mile’s combination of medieval street design, high buildings, and persistent pollution from vehicle emissions. As in the rest of London, the congested traffic and diesel vehicles are two key culprits.
So there it is. I know all this. In fact all of us Londoners know this about the city and we persist in living here.
Why?
Because while “quality of life” may be being affected, we are focused on ensuring whatever life we do live, we live fulsomely and to our desire.
So coming back to your question: Why do some people still want to live in filthy countries like India?
Similar reasons.
But mainly two things —
a) social and familial and alumni connections,
b) the ability to insulate oneself from many difficulties using a relatively small amount of money (e.g. get a car and a driver, hire domestic help, buy or rent a second or third home in the hills or near a beach).
All the other answers do a better job of expanding on the geographical and natural riches, the food, the culture, the general pace and funky-ness of the country, and the discoveries that never end.
The “filth” does not matter because the compensations are much greater.
