Kolkata Metro is an exception. Question is, why did other Indian cities not implement metro if Kolkata did?

China had a head start of opening up to the world in 1978, which is 12 years ahead of us.
We seem to have done good even though as the 2nd term of the UPA is one of the worst.
NDA government is doing plenty of reforms which would speed up the path much more.

China opened its economy in 1978 whereas we opened ours economy in 1991.
There was 13 years lag.
Moreover, we have rigid bureaucracy.
So, it is possible to have 10-15 years lag in every parameter.

I dont think we are 15 years behind china…we are atleast 30 yrs behind them both socially and economically.

China almost had 20 years head start on opening economy, so it’s understandable 10–15 years lag.
