I don’t know that this is the case, but it’s believable to me if government workers basically went door to door installing them. Still, given the population, that is a LOT of toilets.

It appears that despite the claim on the graphic, this isn’t “toilets installed in individual households” but “households with access to a toilet” and that many of the toilets in question are pit latrines, not plumbed flush toilets.

Which is still a huge public health improvement and achievement, but it’s not everybody having a bathroom in their house.

Part of the issue is the severity of poverty for the very poorest- they really can’t afford building or maintaining a latrine without financial assistance. But a big part seems to be that culturally, open defecation far from houses was historically seen as cleaner. Which on a surface level makes sense- if you don’t have a good understanding of microbes or water contamination, doing your business out in a field far away from anyone else seems more logical than doing it next to or inside your living space. It’s probably also a lot more pleasant than using a public toilet that isn’t well-maintained. Think about what port-a-potties at a big festival are typically like.

It seems like younger people in rural areas do want toilets, but that it’s a little harder to convince people who have been practicing open defecation their entire lives to convert to using a toilet building of questionable cleanliness.

This. During field exercises in my military service, I regularly just took a dump in the forest instead of using the smelly latrine. Nothing beats that sensation of freedom. And I’m from a rich country in the global north.

Yeah, because a toilet is cheap and simple. The underlying sewer and waste water treatment system is the hard part. How the hell did they retro-fit this many toilets in this small a time frame? Even the in-house infrastructure to maintain a toilet is significant.

I doubt there connected to a sewer system. Most of these will be pit latrines. Which is still a massive imporvement.

It’s misleading

It should be households with access to a toilet, not with one in the house. But even then the figures are inflated and don’t mean a plumbed flushable toilet like many people in the tread are thinking.
